In the article the tool organizationally economic of search of optimal administrative decisions is examined at functioning of the open motor transport natural economic frames systems in the real terms of exploitation of transport vehicles. A distinctive feature offered approach is dividing into two successive times of tasks of research of object and management to them, that gives an opportunity along with the decision of management tasks to get knowledge about descriptions of object, that at expediency it can be used for further perfection of management algorithms. A management is examined the motor transport natural economic frame of society as totality of processes of exchange, treatment and transformation of information. Complex presentation of management is offered by the natural economic frame of society. The article of research is optimization of relations between natural resources, by the natural terms of life of society and his socio-economic by development, aspiring to maintenance and reproduction of environment of vital functions of man. Drawing on research results it is allowed to carry out search of effective decisions on the problems of concordance of ecological and economic interests of society and on questions of improvement of maintenance of equilibrium and balanced of co-operation of all subsystems
