Article retraction policy


This policy regulates the procedure for retracting published materials and related post-publication actions. The journal is guided by international best practices and recommendations from COPE and ANRI.

Terms

  • Retraction: official notification that an article has been found to be inaccurate or ethically unacceptable; the article remains in open access with a clear label "Retracted."
  • Correction (erratum/corrigendum): clarification or amendment that does not affect the main conclusions.
  • Expression of concern: a temporary notice if an article is being reviewed and a final decision has not yet been made.
  • Removal: complete deletion of the text; the article is replaced with a removal notice page and is only permitted in cases of serious legal risks or security threats.

Grounds for retraction

  • fabrication, falsification, or significant distortion of data/images;
  • plagiarism, self-plagiarism, unfair borrowing, duplicate/excessive publication;
  • significant errors that invalidate the conclusions;
  • violation of research ethics (humans/animals), lack of necessary approvals/consents;
  • hidden conflict of interest that significantly affected the results or their interpretation;
  • incorrect manipulation of authorship;
  • violation of third-party rights (copyright, trade secrets) or other legal grounds;
  • other violations of publication ethics.

The decision to retract an article reflects the editorial board's conclusion that violations have been committed in the article. The authors' disagreement with this assessment does not deprive the editorial board of the right to carry out the retraction procedure in accordance with editorial policies and publication ethics standards. The withdrawal of an article may be initiated by the authors or the editorial board. Retraction is not considered a measure to discredit the authors, but rather a tool to maintain the integrity of scientific records and the transparency of scientific communication. Minor inaccuracies are corrected through revision, not retraction.

If, based on the results of the review, the editorial board decides to retract the article—based on information from third parties or at the request of the author(s)—the authors will be sent a notification. The corresponding author (in the case of collective authorship) must familiarize themselves with the wording justifying the retraction. If the authors refuse to withdraw the article, the Journal has the right to retract the publication without their consent, as it is responsible for the content of the journal and the accuracy of the data presented.

The journal accepts information about possible problems from authors, reviewers, readers, organizations, or initiates verification on its own. Confidentiality is maintained at the request of the applicant. The appeal is registered and submitted to the Journal's Publication Ethics Committee, which acts impartially, conducts a preliminary assessment, and, if necessary, requests explanations from the authors and (if necessary) from the organizations where the research was conducted. In case of serious doubts, an additional review is appointed without violating the double-blind review procedure. The authors are notified of the results of the review. If the request is ignored, the Journal has the right to carry out the procedure at its own discretion. If the initiative for retraction comes from the authors, they write a letter of explanation to the editorial board, explaining the reasons for the retraction (identified errors in the data presented, misuse of third-party information, etc.). If the editorial board agrees to the retraction (after analyzing the case), it is implemented in accordance with the COPE Retraction Guidelines and the recommendations of the Ethics Council of the Association of Scientific Editors and Publishers (ANRI). If the editorial office does not respond to the authors' request, the latter have the right to send a request to the ANRI Council on Ethics in Scientific Publications (CESP).

The following actions are possible based on the results of the review. In the case of minor inaccuracies, a correction is published. If the issues are significant and the review is still ongoing, a statement of concern is posted. If the grounds are confirmed, the article is retracted. Complete removal of the text is only applied in cases of legal necessity or security threats, in which case the reason for such a decision is indicated on the replacement page.

The decision to retract an article is made by the Journal's Publication Ethics Committee based on the data and materials received. The decision to retract an article includes: the author's full name and the title of the article, the name of the journal, the publication details of the article and the DOI, the initiator of the article's withdrawal, the grounds for retraction (if plagiarism or duplication is detected, a link to the original source), the date of the decision, a link to the article's metadata page on the publication's website, which provides information about the retraction, its reason, and the full text of the article marked "RETRACTED" with an indication of the reasons for the retraction.

The publisher sends an extract from the minutes of the meeting of the Journal's Publication Ethics Committee, indicating all the main points of the procedure: (1) to the National Electronic Library (elibrary.ru) and other scientometric databases; (2) to the ANRI SENP (for entry into the unified database of retracted articles (DB RS). Information about the retraction is posted on the journal's website.

If dishonest behavior is confirmed, the editorial board may refuse to consider current and/or future manuscripts for a certain period of time, notify the relevant organizations or funding bodies, and, if necessary, publish additional explanations for readers.
